Why do this before a heat pump?

A leakier house needs a bigger heat pump, which means more upfront cost AND lower-efficiency operation in cold weather.

Do I need to choose between Comfort Home and EmPower+?

EmPower+ is income-eligible (60% AMI or below for 100% coverage; 60-80% AMI pays 50% up to $5,000 cap). Comfort Home is the market-rate alternative. Households below 60% AMI go EmPower+ at no cost; everyone else uses Comfort Home.

What is HEAR and does it stack with EmPower+?

HEAR is the federal Home Electrification and Appliance Rebate program, funded by the Inflation Reduction Act. New York's HEAR allocation survives because the state had already received and obligated its share before federal pauses took effect. EmPower+ stacks with HEAR for income-qualified households, raising the total ceiling above $24,000 in some cases. NYSERDA confirms eligibility and routing at the audit visit.
